Decision

The OCDSB is excited to be building a new elementary school with 674 pupil places, located in the East Urban community at 700 Spring Valley Drive. The New East Urban Community Elementary School will welcome students in September 2026.

Supervisor Robert Plamondon has approved the staff recommended opening grade structure, programs, and boundary for the new East Urban Community Elementary School.


Attendance boundary

The approved attendance boundary draws students from:

  • Dunning-Foubert Elementary School (south of Innes Road)
  • Convent Glen Elementary School/Henry Larsen Elementary School (currently geographically separated from the schools)
  • Glen Ogilvie Public School (south of Brian Coburn Boulevard)

Program offerings

The school’s program offerings will be:

  • English with Core French (ENG)
  • Early French Immersion (EFI)

Opening grade structure

The new school will:

  • Start as a Junior Kindergarten to grade 5 school.
  • Offer Junior Kindergarten to grade 6 one year after the school opens.

Feeding patterns

The following feeding patterns will be in place for students entering grade 7 in 2028–2029 and beyond.


Sibling exceptions

A one-time option will be offered for school-aged siblings from Convent Glen Elementary School, Dunning-Foubert Elementary School, and Henry Larsen Elementary School who would be separated from an older sibling currently enrolled at the same school. These siblings will be provided a choice to:

  • Remain at their current school with their older sibling, or
  • Move to the new East Urban Community Elementary School.

The District will provide transportation to the original school for up to three school years (until the end of the school year in June 2029) for eligible students. After this, families may choose to provide their own transportation or transfer the student to the East Urban Community Elementary School.

Information about the sibling exception process will be shared directly with eligible families.

Consultation process

The consultation for this study ran from December 2025 to March 2026 in three phases. We thank everyone who participated in the consultation process.

Working group

In December 2025 and January 2026, we held meetings with a small working group made up of parent/guardian representatives from each School Council, Principal/Vice Principal representatives, and members of select community associations. Staff from the Planning Department were also present to provide information and answer questions. These meetings were open to the public. The notes and information packages are available below.

After the working group meetings commenced, updates were posted on Engage OCDSB, and an online feedback form was opened on this page to gather comments from the public.

Proposal, public consultation meeting, and online survey

After we incorporated feedback from the working group, we hosted an open public meeting with the broader community on January 27, 2026 where we presented the proposal. The meeting included a brief presentation by Board staff, followed by a question and answer period. Staff were also available afterward to answer individual questions.

The public had an opportunity to share their feedback on the proposal at the meeting or through our online form on Engage OCDSB until February 13th. The feedback was used to inform our recommendations.

Recommendations and online survey

On March 2, 2026, staff presented a recommendation report to OCDSB Supervisor Robert Plamondon. The OCDSB invited public comments on the recommendation report through an online survey, which concluded on March 18th. The feedback was shared with the Supervisor.
